Consumers need to be involved in public control mechanisms for natural monopolies operation

"The best performers under the Competition Development Standard in Siberia Federal Okrug are: the Republic of Buryatia, Tomsk Oblast, Zabaikalsk Krai, Omsk Oblast, and Altai Krai," Deputy Head of the Department for Competition Policy of the Analytical Center Ksenia Sukhorukova said commenting on the results of data analysis on the Standard’s implementation in the regions of Siberian Federal Krai. The discussion took place during the Workshop on the Implementation of Competition Development Standard in the Subjects of the Russian Federation held as part of the XV Entrepreneurship Forum in Siberia.

In her presentation, the expert addressed regional executive authorities pointing out the importance of consumer engagement in public control mechanisms for natural monopolies at the regional level and organizing independent actions to promote competition development in the local markets. It is also important to take into account complaints made to regulation bodies when conducting annual monitoring of the status and development of competitive environment in the regional markets for goods, works and services.

In cooperation with Autonomous Nonprofit Organization the Agency for Strategic Initiatives to Promote New Projects and the Ministry of Economic Development of the Russian Federation, the Analytical Center provides support for the implementation of the Competition Development Standard in the subjects of the Russian Federation.

The Analytical Center has analyzed data provided by the regions in terms of two efficiency indicators for heads of regions and their work — Number of Implemented Components of the Standard, and Percentage of Achieved KPI Targets under Action Plan (Road Map) for Promotion of Competition in the Region. The results of the analysis were put together in a specially issued report.
