Power supply companies are of insufficient funds to maintain infrastructure, Dmitry Khomchenko, the expert of the Analytical Center, commented on the proposal of the Russian Ministry of Energy to introduce a subscriber fee for electricity.

‘The tariff changes in many European countries as there are fixed costs spent on infrastructure. We must understand that these additional costs are always applied, but within the tariff. Since there are existing non-economic tariff restriction, funds received by power supplying organizations to maintain the infrastructure properly are insufficient  ,’ said Mr Khomchenko  live on ‘Kommersant FM’
