The importance of non-formal education is increasing these days

"The cost of educational services in higher education institutions is often increasing because of their underfunding by the state," Inna Karakchiyeva, an expert of the Analytical Center, said on Tass Audio.

According to the specialist, in 2016, 35 state research institutes and federal universities accounted for about 44 % of the total subsidy for government assignments. And 56 % were for the remaining 230 higher education institutions. Therefore, the expert believes there is a large imbalance in funding. "If we say that a university is the centre for innovative development of the subject, then a stable financial model must be built. Because if the model is unstable, it results in the increasing impact on the population," Ms. Karakchiyeva explained.

"Often just the fact of having a degree is enough for employers, and they are not interested in the graduate's qualifications," the analyst admits. "Why is there a surplus of graduates in the labour market?" Because there is now an increase in the number of specialists with redundant qualifications, and it is more advantageous for an employer to hire an employee who has a higher education not because he/she is qualified for the job, but because he/she is better educated - other aspects become secondary," Ms. Karakchiyeva said. "If we take a look at specialists with redundant qualifications, we will see that most of them are graduates of state universities, and then the question of cost-effectiveness arises," the expert explained.

Karakchieva also noted that the majority of areas which are now popular with students are not in demand by employers. "New industries are emerging, new areas of activity that cannot be forecast yet. For example, there were no marketing specialists in the Internet area before. "Accordingly, the university system must be prepared for such challenges as new areas of study are emerging," the expert reported. At the same time the analyst believes that the role of formal education is declining. "And we are increasingly saying that non-formal education is starting to be very actively introduced into the educational system. That is, a person can acquire the necessary profession and skills in order to be able to realize their potential without studying at the university," Ms. Karakchiyeva summarized.
