He graduated from the Institute of Asian and African Studies at Lomonosov Moscow State University (2001), the New Economic School (2003). Candidate of Economic Sciences (Ph.D. in Economics) (2006).
In 2002–2008, he worked at the Fiscal Policy Center, where he was engaged in improving inter-budgetary relations and introducing results-based budgeting techniques in Russian regions and the Republic of Kazakhstan.
In 2008–2009, working for the company Financial and Organizational Consulting he participated in consulting projects in the field of public-private partnership.
Since 2009, he has been working at the Analytical Center for the Government of the Russian Federation.
- In 2009–2012, he was engaged in planning and monitoring the implementation of midterm government programs and projects, including projects to implement the Key Areas of Activities of the Government of the Russian Federation for the period up to 2012, and the projects of the Presidential Commission on Modernization and Technological Development of Russia's Economy.
- Since 2013, as Deputy Head, he oversaw the operational expert analytics and industry studies of the Analytical Center.
On August 28, 2018, he was appointed to the post of First Deputy Head.
