Graduated from Moscow State University of Instrument Engineering and Computer Science majoring in Automated Information Processing and Control Systems. Holds a Master of Strategic Management from National Research University – Higher School of Economics.

2000–2001 – Economic Analyst with the programme “Big Money” on the NTV channel;

2001–2006 – employed with the Ministry of the Economic Development of the Russian Federation:

2001–2004 – Chief Specialist, Deputy Head of Department, Head of the Economic Development Programmes Section of the Department for the Economic Development Programmes and Cooperation with International Financial Organizations;

2004–2006 – Deputy Head of the Department for Strategic Development of Social and Economic Reforms, Deputy Head of the Department of the Performance Budgeting and Consolidated Financial Statement;

2008–2011 – employed with the Government of the Russian Federation:

2008 – Deputy Head of the Department of Public Administration, Regional Development and Local Administration;

2009–2011 – Head of the Department of Information Technology and Communications.

On 30 November, 2012 he was appointed as the new Head of the Analytical Center for the Government of the Russian Federation.
